chore(spec): 5h 任务全勾与运行证据入库

- tasks.md 七任务全勾；spec.md 功能框与成功标准全勾
- §5.1 全项目检查补升级条件（触及 BaseLayout/全局样式或 Artalk 接管层才升级）
- runs.jsonl 记录七项 verify 全部 exit=0（含本包新增的 E2E 46 项口径）
- content/.link-cache.json：链接卡片缓存随新文章构建刷新（入仓保证构建确定性）
